Staff Report & Agenda Item Details

Discussion and possible action on Ranchy McRanchface, LLC’s applications for permit amendment – Jeff Schuehle made a motion to extend the data gathering period and for a secondary continuance, motion seconded by Rebecca Clark to allow for discussion related to additional data collection and the timeframe needed to perform analysis of the data. President Starcke asked for the District Staff’s recommendation; Ms. Cochran stated that based on Ms. Peach and Ms. Bush’s testimony the District recommendation was to approve the application with special permit conditions including leaving the transducers active and recording data (with data continuing to be accessible to the District), using surface water before groundwater, and follow watering time guidelines to reduce evaporation loss. Discussion continued by the Board, including questions directed to the GCGCD Staff and Counsel regarding the specifics of the groundwater lease term, how to implement and monitor special permit conditions, and staff opinions on a secondary short-term continuance versus granting the amendment with two years of data collection. Mr. Sherman stated that his client would agree to special conditions for the approximately two years remaining in the groundwater lease. Director Clark stated that she would not support an extension or continuance and asked Director Schuehle if he was willing to withdraw his motion. Director Schuele withdrew his motion. Director Clark made a motion, seconded by
