REGARDING LEVEE RECERTIFICATION REQUIRED BY FEMA Mr. Benefiel introduced Mr. Parker Moore from halff. Mr. Moore is the lead engineer that FEMA as put in charge of for the levee recertification. IFCD III, DCURD and IFCD I have used halff for levee projects throughout the 3 Districts. Mr. Moore explained the process to the Board, that since Katrina in 2005, FEMA and Army Corps of Engineers started implementing more regulations and requirements. Levees need to be recertified due to river levels rising over the years. FEMA is in process of their flood insurance rate maps. Geotechnical testing is required for this recertification. This is a requirement not an option.
