REPORTS A. Kelley Cochran: General Manager Report - o Association updates – GMA 13 public comment period ended on August 3rd. Over 100 public comments were received. The majority were ‘petition style’ comments either directed to GCUWCD related to their district’s permitting, exporting of groundwater, and production or to Wintergarden GCD due to the neighboring Webb County not having a GCD. The member districts are still compiling the required summary reports which will be posted on the GMA13.org website. Wintergarden GCD announced hiring a new General Manager, Bobby Bazan, following the retirement of Debbie Farmer. At the GCUWCD board meeting held on August 11th, the Gonzales board president designated Ted Boriack, a non-district employee, to be the representative for GCUWCD at GMA 13. The next GMA 13 meeting will be September 18th; TAGD Summit is September 1-3. The GCGCD office will be closed for those three days to allow all District staff to attend; Region L will hold the next Planning Group meeting on August 27th. o Other District business – Ms. Cochran gave an update on the monitoring Page 2 of 8 GCGCD Minutes August 13, 2026 well to be named MWCZ-11. Site was staked out on July 28th and the easement agreement between GCGCD and Hilmar Blumberg was fully executed on July 31st. The Action Plan for Implementing the special permit condition for CRWA’s PWS-2017-CZ-01 was finalized on July 31st, the District finalized the Invitation to Bid
