Staff Report & Agenda Item Details

Reading and Public Hearing In order to plan for Colleyville’s long-term needs, the City’s comprehensive Capital Improvement Plan (CIP) is updated each year as a part of the annual budget process. The CIP provides an opportunity to consider all of the City’s capital needs in the coming years and determine the priority of each, and if whether available funding resources are sufficient to support those expenditures. The CIP operates on a multi-year basis and utilizes a variety of funding sources, both from the City and other entities. During the July 21, 2026, City Council Worksession, staff presented the draft FY 2027-2031 CIP for discussion and comment. The FY 2027-2031 CIP document includes projected beginning and ending available balances for each year, for each funding source. In addition to estimated expenditures for each fiscal year, estimates for anticipated revenues which add to available funding have also been included. Approval of this resolution adopting the Capital Improvement Program for Fiscal Years 2027-2031 replaces any previously approved Capital Improvement Programs for those years reflected in each. Approval directs staff to begin working on Year 1 (FY 2027) projects. Individual contracts for projects will be brought forward for City Council approval in accordance with the City's purchasing policy.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.0/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
