Staff Report & Agenda Item Details

Airport fire trucks have traditionally used AFFF (Aqueous Film-Forming Foam) to combat aircraft fires. However, AFFF has been linked to significant health and environmental concerns and is no longer being produced. To remain compliant with FAA requirements, airports must transition to F3 (Fluorine-Free Foam), which provides effective fire suppression without the long-term health and environmental risks associated with AFFF. On June 30, 2026, the Purchasing and Contracting Department received three (3) proposals. Proposals were evaluated by an evaluation committee in accordance with the criteria established in the solicitation documents. The evaluation process was conducted fairly and consistently to best value to the City. Aerostar Environmental and Construction LLC received the highest overall ranking based on the established evaluation criteria.
