Staff Report & Agenda Item Details
On June 4, 2026, an affidavit seeking the recall of City Council Member Joe Self, Single Member District 2 was filed with the Office of the City Clerk. In accordance with the Charter, official recall petition pages were issued to the petitioner for circulation. On August 3, 2026, the completed recall petition was returned to the City Clerk for review. The petition returned consisted of 26 pages containing a circulator-certified total of 401 signatures. Pursuant to Section 48 of the City Charter, the Office of the City Clerk conducted a review to determine whether it satisfied the requirements of the City Charter. The review consisted of an administrative count of all signatures submitted; a review of each signature line to determine whether it contained the minimum information required on the petition, including the signer’s signature, printed name, residence address, date of birth and/or voter registration number, and the date signed; and verification of each administratively complete signature to determine whether the signer was qualified voter eligible to sign the petition, including confirmation of voter registrations status, residency with SMD 2, and identification of duplicate or otherwise ineligible signatures. The review determined that the petition contains 272 valid signatures, falling short of the minimum of 385 valid signatures required by the Charter. Section 48 of the City Charter requires signatures equal to thirty percent (30%) of the number of votes cast in the last regular municipal election for the office sought to be recalled, resulting in a required minimum of 385 signatures. Pursuant to Section 48 of the City Charter, the City Clerk's certification and supporting administrative review documents are submitted to the City Council for receipt and inclusion in the official record.
