Staff Report & Agenda Item Details

This proposed amendment contains the following items (additional information attached): Budget for additional city-contributed health insurance premium revenue and related health claims expenses in FY26. This amendment will increase contributions to Health Insurance fund due to rising retiree premiums and excessive claims activity. Additional contributions are needed to fund health insurance claims in fiscal year 2026. These additional contributions should give health insurance enough funds to make payments through the end of the year. The costs for insurance claims are being allocated based on FTEs to fund the additional costs. This amendment also makes adjustments to over 65 retiree premiums based on the differential of the new plan amounts.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 6.6/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
