Staff Report & Agenda Item Details

The City of Roanoke's proposed FY27 Operating & Capital budget was presented to the City Council on August 4, 2026. This budget provides for the operation of all city services, debt payments, and capital projects for the period of October 1, 2026 through September 30, 2027. Staff projects all financial resources for a period of 5 years into the future, with the first year being the upcoming period's adopted budget and capital improvement plan. The budget uses $2.6 million in available fund balance for one-time purchases but is otherwise operationally balanced with no increase to the City's tax rate or utility charges. Among other items, this budget proposes to fund three new positions to support public safety and the maintenance of city facilities. Council has the authority to modify the proposed budget before voting to adopt it in September.
