Lake B Expansion and Lake J to serve Valencia - The preliminary construction plans were submitted to the reviewing agencies on November 20, 2025 and we have received some comments. Advertising is planned to begin once the comments are addressed. - Approval of plans and specifications. (Board Action Item) - Authorize advertisement for bids. (Board Action Item) (c) Review of bids, award of contracts, and approval of Letter Financing Agreements for projects in the service area, including: i. Water, Sanitary Sewer, and Drainage and Paving and Appurtenances to Serve Valencia, Section 12; (LJA Job No. 2791-4112) - The construction plans were approved February 7, 2025. - Section 12 will be re-bid at a later date. ii. Valencia Warranty TV Inspection – Phase II - The construction plans are completed. - LJA received three (3) bids for the project on December 9, 2025. After review of the bids received, we recommend that the project be awarded to the low bidder, Pro- Pipe Services, LLC for their total amount bid of $112,526.25 and 50/55 calendar days. (Board Action Item) (d) Approval of pay estimates, change orders, and final acceptance and direct engineer to notify insurance company of new facility, including: i. Water, Sewer, and Drainage and Paving and Appurtenances to Serve Charlotte Street – Segment B & C; (LJA Job No. 2791-8005) - The Contractor is ICON GC, LLC. Received City of Manvel acceptance on July 7, 2025. - Approve Change Order No. 1 for a decrease in the contract amount of $14,374.00. This change order is a final adjustment of quantities based on the actual work completed. (Board Action Item) - Approve Progress Estimate No. 10 (Final) in the amount of $43,752.52 and final acceptance of the project. The notice to proceed was issued on March 3, 2025. The contractor is wrapping up testing along Dogwood Avenue. The final inspection for Section 13 was held on November 19, 2025 and all punchlist items are completed. The final inspection for Dogwood Avenue Segment B is scheduled for December 22, 2025. - Approve Progress Estimate No. 7 in the amount of $56,094.98. (Board Action Item) iii. Water, Sanitary Sewer, and Drainage and Paving and Appurtenances to Serve Valencia, Section 15; (LJA Job No. 2791-4115) - The Contractor is Crostex Construction. The notice to proceed was issued on March 3, 2025. The contractor is wrapping up testing. The final inspection is tentatively scheduled for December 23, 2025. - Approve Progress Estimate No. 3 in the amount of $518,444.10. (Board Action Item) - Approve Change Order No. 1 for an increase in the contract amount of $2,940.00. This change order is an adjustment of quantities based on actual work completed. Two additional ADA ramps were required during construction. (Board Action Item) iv. Drainage, Paving and Appurtenances to Serve Pollard Boulevard Phase 2 – Segment D; (LJA Job No. 2791-8007) - The Contractor is D&J Construction. The notice to proceed was issued on April 21, 2025. A final inspection was held on December 11, 2025. The contractor is working on completion of the punch list items. - Approve Progress Estimate No. 4 in the amount of $63,144.90 (Board Action Item) vi.
