Staff Report & Agenda Item Details

Section 102.007(c) of the Local Government Code requires a separate vote of the governing body to ratify the property tax if the adopted budget will raise more revenue from property taxes than the previous year. The fiscal year 2026-27 Operating Budget will result in a property tax revenue increase of $887,379 or 9.34% from the previous year. The City's tax rate is proposed to increase by $0.058731 (from $0.637529 to $0.696260 per $100 of taxable property value). The property tax revenue increase will be used to address inflation and add personnel and other items as presented at the August 11, 2026 budget work session.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 8.4/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
