Staff Report & Agenda Item Details

The City of Abilene has proposed a budget for Fiscal Year 2027. Texas Government Code § 551.043(c)(2) requires the notice of a meeting at which the City Council will discuss or adopt the budget to include a taxpayer impact statement. This statement compares the property tax bill for the median-valued homestead property for the current fiscal year with the estimated property tax bill for the upcoming fiscal year under the following scenarios: 1. Adoption of the proposed budget and proposed tax rate; and 2. Adoption of a budget funded at the no-new-revenue tax rate. Tax Scenario Median-Valued Homestead Property Tax Rate per $100 of Taxable Value Estimated City Property Tax Bill Current Fiscal Year — FY 2026 $163,456 $.7506 $1,226.90 Upcoming Fiscal Year — FY 2027 Proposed Budget $171,775 $.7495 $1,287.45 Upcoming Fiscal Year — FY 2027 Budget at the No-New-Revenue Tax Rate $171,775 $.7196 $1,236.09 Estimated Change Under the Proposed Budget If the City Council adopts the proposed budget and a tax rate of $.7495 per $100 of taxable value, the estimated City property tax bill for the median-valued homestead would: increase by approximately $60.55, or 5%, compared with the current fiscal year. Estimated Change Under the No-New-Revenue Tax Rate If the City Council adopts a balanced budget funded at the no-new-revenue tax rate of $.7196 per $100 of taxable value, the estimated City property tax bill for the median-valued homestead would: increase by approximately $9.19, or 1%, compared with the current fiscal year. Important Information These estimates reflect only property taxes imposed by the City of Abilene. They do not include taxes imposed by the county, school district, or other taxing units. The proposed budget and proposed tax rate may be amended before final adoption. If the City Council discusses the budget at a subsequent meeting and the underlying values, tax rates, or budget assumptions have changed, this statement will be updated for the notice of that meeting. Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 2.5/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
