Staff Report & Agenda Item Details

Staff is seeking approval to utilize the alternative delivery method, Request for Competitive Sealed Proposal (RFCSP), in accordance with Texas Government Code Chapter 2269, for the following construction project: Bexar County Creek and Trail (BCCT) Culebra Creek, Grissom to Culebra Road Construction Per Resolution R-1681 Attached (RFCSP 334-0812) This project continues trail improvements along Culebra Creek as part of the Howard W. Peak Greenway Trails System. It extends from the Grissom Trailhead to the Culebra Road Trailhead, with one street connection to Culebra Road and another to the Nueces Canyon neighborhood. The 1.6-mile, 12-foot-wide concrete trail segment enhances connectivity to the Leon Creek Trails and improves hike-and-bike access for the community. It links residents and visitors to nearby county and city parks, as well as other community assets, supporting expanded recreational opportunities and neighborhood access to the Creekway system. The project is part of the Bexar County Creeks and Trail Program and will be funded by Bexar County. The RFCSP method of solicitation allows the San Antonio River Authority to choose a contractor based on best value rather than the traditional lowest responsible bidder method. Staff will evaluate firms on contractor experience, project schedule, SWMBE participation, price and adherence to the specifications. Staff is recommending this procurement method to seek quality contractors at the "best value". Board approval is required to utilize this method of procurement in accordance with the Texas Government Code Chapter 2269. The solicitation is planned to be issued in October 2025.
