Executive Summary & Impact

This request is for the abandonment of the unimproved ROW and an amendment to the Master Thoroughfare to remove Adobe Dr as a Minor Collector. The request is from a property owner who wants to combine their property via the plat process, then dedicate the significant flood way to the City. By abandonment and realignment of the thoroughfare, he can achieve his goal of proper development of the land. City staff have evaluated this area between Adobe and Cox Lane to the south. The area is bordered by a couple of major obstructions. One is the red arroyo, which has flood way implications, and then to the far west, the railroad. Adobe is the only major connection between Loop 306 and Jackson St. Therefore, we need to evaluate connectivity.

In the area is Petro Dr. just a few hundred feet to the south of Adobe, this projects to connect to YMCA Dr. which connects South to Sunset. It also has a future connection to either Cox Lane or Foster Rd, giving a true connection to Loop 306.

With the connectivity and removal of the classification of Adobe Dr., this area can continue to develop safely with enough establish egress to major roadways.

The Planning Commission heard the case on August 17th and voted 6-0 in recommendation of approval.
