Discussion and possible action to authorize the submission of the FY 2025 State Criminal Alien Assistance Program (SCAAP) grant application to the Bureau of Justice Assistance for reimbursement of costs already incurred during the period of July 1, 2023, through June 30, 2024, by Webb County for the incarceration of undocumented criminal aliens at the Webb County Jail, in an amount not to exceed $150,000.00;and authorize the Webb County Judge to execute all relevant documents; and address any other matters incident thereto. This grant does not require a cash match. All required documents were submitted for review through the Economic Development Department and are in compliance with the Webb County Single Point of Contact procedures. Issue: Although immigration matters, including illegal immigration, fall under the jurisdiction and regulation of the federal government, state prisons and local detention facilities, including the Webb County Jail, incur significant costs associated with housing undocumented criminal aliens who commit crimes in the United States. These costs include, but are not limited to, supervision, housing, meals, clothing, medical care, transportation, and other related detention expenses. Solution: Authorize the submission of a grant application under the State Criminal Alien Assistance Program (SCAAP) to seek reimbursement for a portion of correctional officer salary costs already incurred by Webb County for the detention of undocumented criminal aliens. Result: Webb County may receive federal reimbursement for a limited percentage of eligible costs already incurred for the detention of undocumented criminal aliens at the Webb County Jail.
