XIII.B. Discussion and Possible Action to Revise Board Policy DC(LOCAL) – Employment Practices Description: Current Board Policy DC(LOCAL) delegates final authority for employment of contractual personnel, as well as the authority to employ and dismiss noncontractual employees, to the Superintendent. Administration recommends revising this practice to provide greater Board oversight of personnel decisions while maintaining operational flexibility during the critical summer hiring season. Under the proposed revision: The Board of Trustees would serve as the official hiring authority for all district personnel; The Superintendent would continue to screen, interview, recommend, and manage personnel processes and be the sole person to offer recommendations; The Board may grant limited temporary authority to the Superintendent to hire personnel during the months of June, July, and August when staffing timelines are compressed and board meeting schedules may not align with urgent hiring needs; All hires made under delegated summer authority would be reported to and ratified by the Board at the next regular board meeting. This revision is intended to balance governance oversight with operational efficiency to ensure the district is fully staffed prior to the beginning of each school year. Proposed Policy Language: The Superintendent has sole authority to make recommendations to the Board regarding the selection of personnel. The Board of Trustees retains final authority for the employment of contractual and noncontractual personnel. The Board may delegate temporary hiring authority to the Superintendent during the months of June, July, and August for the purpose of timely filling vacancies necessary for district operations and the opening of school. Any personnel employed under this delegated authority shall be presented to the Board for acknowledgment and ratification at the next regularly scheduled board meeting.
