H.2. Consider Proposed I&S Tax Rate Description: With changes enacted by the 89th Texas Legislature, if a district chooses to adopt a tax rate higher than the rate necessary to make the minimum required debt payment, approval requires a specific motion and a 60% supermajority vote of the Board, or five affirmative votes. Administration is requesting approval of a rate above the minimum required rate in order to utilize additional revenue resulting from higher-than-anticipated certified property values. Administration recommends maintaining the I&S tax rate at $0.46, consistent with the rate adopted for the 2025 tax year. If approved, the additional revenue will allow the District to defease and redeem approximately $13 million in outstanding bond principal, resulting in savings to taxpayers through reduced future principal and interest obligations.
