The Board of Directors received a report from the General Manager on operations and finance including: a. September Financials b. 3” Quarter Investment Report c. Drought Contingency Plan — The General Manager presented the Board of Directors with an update on the Drought Contingency Plan, emphasizing the comparison percentages between this month and last month for both Amistad and Falcon Lake, as well as the comparison percentages from the previous year to this month for the same lakes. The current combined water levels for Amistad and Falcon Lake are averaging 25.07% as of November 3, 2025. The combined average keeps the district in stage 3 of its drought contingency plan. d. North Water Treatment Plant Update — The General Manager provided an update to the Board of Directors regarding the closure of the loan in the amount of $6,060,000, which was finalized last week. The funds are now held by the depository trust bank, known as the Bank of Texas. With the receipt of these funds, the District is now positioned to commence work on the project, including planning, acquisition, and design activities. Meetings will be scheduled with the Texas Water Development Board (TWDB) and the project engineer to develop a comprehensive capital layout for submission to TWDB. The District anticipates receiving approval for construction funding totaling $31,250,000 from TWDB during the upcoming board meeting.
