The meeting was called to order by Mr. Jose Luis Ochoa, Jr. at 6:02 p.m., November 3, 2025, at which time Mr. Ochoa acknowledged the presence of the following Elected Members of the Board of the Agua SUD: Directors Present: Mr. Jose Luis Ochoa, Jr. Mr. Roel De Hoyos Mr. Gerardo Perez Mr. Ricardo Perez (arrived at 6:06 p.m.) Mrs. Ana Maria Perez Directors Absent: Dr. Adriana Villarreal Mr. Alex Moreno With a quorum of the members of the Agua SUD being present, the meeting was duly convened. Mrs. Cynthia Villarreal presented the invocation. Public Comment: Mr. Cosme Gomez addressed the Board of Directors regarding his water account. He indicated that approximately three and a half years ago, an incident resulted in a fire that damaged his home, leading to an increase in his water consumption. At that time, he received a bill totaling approximately $4,000 to $5,000. He recalled being advised that the plumbing pipes crossed beneath his residence, but he could not remember the name of the individual who provided that information. Since then, Mr. Gomez has experienced ongoing challenges, including leaks attributed to his animals, and has continued making payments toward his water account. He requested that the Board review his account and consider ways in which they might be able to assist him.
