Staff Report & Agenda Item Details
The San Antonio River Authority (River Authority) staff will review with the Board consultant selection activities and/or consultant contract authorizations, renewals, amendments or extensions. Specifically, current activities for the following consultant services will be reviewed: Award of Professional Services for Supervisory Control and Data Acquisition Services (SCADA) (RFQ 343) The River Authority requested proposals from professional engineering firms for Supervisory Control and Data Acuisition (SCADA) system analysis and design. SCADA systems are critical for monitoring and controlling infrastructure operations. A comprehensive SCADA master plan is needed to evaluate the current system, identify future requirements, and develop a roadmap for upgrades, integration, and long-term resiliency. Developing this plan requires specialized engineering expertise to assess system architecture, cybersecurity, redundancy, and operational efficiency. The intent is to pre-qualify firms, and then issue subsequent solicitations to the pre-qualified firms as the River Authority identifies needs. The River Authority issued a solicitation in October 2025 to pre-qualify firms for SCADA services. Firms were evaluated and scored based upon their qualifications relative to the evaluation criteria. Attachment A provides a list of the responding firms and the five (5) firms placed on the pre-qualified list. Firms will remain on the pre-qualified list for up to five years. The pre-qualification of firms will allow staff to consider qualified firms that are able to meet the needs of the River Authority. Contracts would only be issued for specific needs, identified by the River Authority. In addition, this would allow the River Authority to assist partnered governmental agencies more quickly.
