Staff Report & Agenda Item Details

Bexar County has committed funding for upgrades to the flood warning system in Bexar County and its municipalities, known as the Next Generation (Next Gen) Flood Warning System. The San Antonio River Authority is managing the implementation of a program which includes upgrades to high water detection locations, improvements to flood alerts and communications, upgrades to the predictive flood model, and a public outreach campaign. The interlocal agreement establishes the tasks for the preliminary phase of work: condition assessments, surveys, identification of flood stage thresholds, initial development of the Predictive Flood Model version 3.0, development of the public outreach campaign, and capital planning for future phases of the program. Amendments or additional agreements will be required for future work which include the design and implementation of upgrades and full development of the Predictive Flood Model version 3.0.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 5.0/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
