Staff Report & Agenda Item Details

This item is for the consideration and approval of a construction contract award for the rehabilitation of the secondary clarifiers at the Salitrillo Wastewater Treatment Plant, located at 9638 Schaefer Road, Converse, Texas. The secondary clarifiers are critical components of the wastewater treatment process and were originally built in the early 1980s. Due to age and long-term use, the structures and equipment have experienced deterioration, including cracking, leakage, and outdated mechanical and electrical systems. Temporary repairs are no longer sufficient to ensure reliable operation. This project is needed to reduce the risk of equipment failure, prevent unplanned outages, and maintain reliable and compliant wastewater treatment for the community. The project includes structural, process, and electrical rehabilitation of Lower Plant Secondary Clarifiers No. 27 and No. 37 and is intended to improve operational reliability and extend the service life of the facility. The San Antonio River Authority issued a formal solicitation for the rehabilitation of the Salitrillo Secondary Clarifiers in December 2025. Seven (7) responsive bids were received as shown on the attached Bid Tab. Staff evaluated the responses and is recommending award of a contract to Walsh Construction Company II, LLC, dba Archer Western.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 4.7/10). Under the Bastiat Liberty Watchdog Index, measures that increase tax rates or fee schedules, issue new debt or Certificates of Obligation, expand regulatory/zoning restrictions on private land use, or authorize unbudgeted spending expansions reduce an official's Freedom Score when voted YES (and reward dissenting NO votes).
