Staff Report & Agenda Item Details

The City of Grey Forest (City) owns, operates and maintains three check dams in Northwestern Bexar County. At the request of the City, the San Antonio River Authority (River Authority) performed an initial assessment and provided recommendations for each of the dams, including clearing vegetation and performing engineering inspections. The City has requested the River Authority's assistance performing engineering inspections. The Interlocal Agreement would establish and promote cooperation and collaboration between the City and the River Authority to address erosion, flood control, drainage, stormwater and water quality projects and services to address associated public safety and resource management issues more effectively. Work performed under the Interlocal Agreement could include capital improvement projects, studies, master plans, or other improvements that would be mutually beneficial to the community and each entity. The River Authority's scope of work could include surveying, engineering, project management, construction administration, and/or funding (where allowed by statute). Specific work would be defined by task order. The first task order is to perform engineering inspections of the three check dams per the requirements of the Texas Commission on Environmental Quality's Dam Safety Program. The River Authority would perform the baseline inspection for each dam and two follow-up inspections at five-year intervals. The City will coordinate the inspections with the River Authority, remove vegetation from the exposed dam faces, and facilitate access to the dams for inspection. Following the inspections, the River Authority will provide the City with written inspection reports.
