Official Roll-Call Vote
Staff Report & Agenda Item Details
Staff is seeking approval to utilize the alternative delivery method, Request for Competitive Sealed Proposal (RFCSP), in accordance with Texas Government Code Chapter 2269, for the following construction project: River Park Culvert Erosion Stabilization Construction This project is designed to address active erosion on San Antonio River Authority (River Authority) property within the Salado 7 Dam inundation area near River Park Road. The stabilization spans approximately 280 feet from the culvert outfall to the confluence with Panther Spring Creek. The RFCSP method of solicitation allows River Authority to choose a contractor based on best value rather than the traditional lowest responsible bidder method. Staff will evaluate firms on contractor experience, project schedule, price and adherence to the specifications. Staff is recommending this procurement method to seek quality contractors at the "best value". Board approval is required to utilize this method of procurement in accordance with the Texas Government Code Chapter 2269. The solicitation is planned to be issued in April 2026.
