Staff Report & Agenda Item Details

On August 12, 2025, the Martinez IV Wastewater Treatment Plant (MIV WWTP) lost the air blower equipment that supplies aeration, which is the primary method of biological treatment through the plant. The MIV WWTP is permitted to treat 2.0 million gallons per day (MGD) and treats on average 1.5 MGD. The four blowers originally installed with the previous plant expansion suffered numerous failures throughout the two years they have been in service. The General Manager issued an emergency declaration in September 2025 to enable staff to immediately mitigate the consequences of the blower failure and to procure contractors for replacement. Staff conducted a comprehensive assessment and analyzed multiple repair and replacement options to restore system functionality. To maintain continuous operations at the MIV WWTP, temporary blowers were secured on a rental basis and will remain operational throughout the replacement. Originally, the cost of the rental was not anticipated to exceed $150,000, however with the extended lead time for the blowers may extend the expenditure above that threshold. Informal bids were solicited from five (5) vendors. Four (4) responsive bids were received, reviewed, and evaluated. Following the evaluation process, staff recommends a contract be executed with SpawGlass Contractors, Inc. for the replacement of the blowers.
