Staff Report & Agenda Item Details

The San Antonio River Authority (River Authority) serves as a Cooperating Technical Partner (CTP) under the Federal Emergency Management Agency (FEMA), conducting Letter of Map Revision (LOMR) reviews on FEMA’s behalf. The River Authority has served in this capacity since September 2012. These reviews help ensure that floodplain mapping updates are technically sound and consistent with FEMA standards. The River Authority currently performs these services within its four-county jurisdiction and Kendall County through federal grant funding and is seeking to expand LOMR review capabilities to other surrounding counties including but not limited to Comal, Guadalupe, Bandera, Medina, and Kerr County. The grant will support the River Authority's LOMR Review Program. The requested grant amount is up to $500,000 with no in-kind or cash match requirement from the River Authority. The grant supports the River Authority’s ongoing review of floodplain map revisions throughout Bexar, Wilson, Karnes, Goliad, and Kendall County, and additional counties the River Authority expands to within the San Antonio River Basin.
