Staff is seeking approval to utilize the alternative delivery method, Request for Competitive Sealed Proposal (RFCSP), in accordance with Texas Government Code Chapter 2269, for the Concepción Bridge Repair Project. The RFCSP method of solicitation allows the San Antonio River Authority to choose a contractor based on best value rather than the traditional lowest responsible bidder method. Staff will evaluate firms on factors such as contractor experience, project schedule, price and adherence to the specifications. Staff is recommending this procurement method to seek quality contractors at the "best value." Board approval is required to utilize this method of procurement in accordance with the Texas Government Code Chapter 2269. The solicitation is planned to be issued in August 2026.
