Staff Report & Agenda Item Details

The San Antonio River Authority (River Authority) requested proposals from qualified firms to provide plumbing maintenance, repair, replacement, and emergency response services for plumbing systems located at various District facilities. These services support the continued operation of essential building infrastructure, including water supply lines, sanitary sewer systems, restrooms, water heaters, fixtures, valves, pumps, and other related plumbing components. The contracts will establish pre-negotiated hourly labor rates and service pricing, allowing the River Authority to efficiently obtain routine and emergency plumbing services through the issuance of purchase orders on an as-needed basis, helping to maintain safe, reliable, and uninterrupted facility operations. In March 2026, staff issued a request for proposal (RFP) for plumbing services, and seven (7) proposals were received. An evaluation team reviewed the responses and ranked the firms in order of their evaluated scores, providing the best value. Staff is recommending the award of contracts to 1st Aid Plumbing Inc., and Opiela Mechanical Inc., as shown in Attachment A. The contracts have an estimated value greater than $150,000 over the contract term and requires Board approval.
