Staff Report & Agenda Item Details

Capacity, Management, Operations, and Maintenance (CMOM) is a preventative maintenance program to ensure the wastewater collection system is properly maintained, has enough capacity to handle the current and future flows, and is operated in a way that reduces sewer backups, overflows, and costly emergency repairs. The San Antonio River Authority (River Authority) reviewed data collected in the CMOM program and compiled Improvements Work Package 1 for rehabilitation and replacement of aging gravity mains. The awarded contractor will be expected to improve approximately 6,000 linear feet (LF) of 8-inch sanitary sewer gravity main. The scope of work consists of a combination of pipe bursting and open-cut methods to rehabilitate and replace existing sewer mains that have a range of condition defects. The River Authority issued a formal solicitation in June 2026. Two (2) responsive bids were received as shown Attachment A. Staff evaluated the responses and is recommending award of a contract to Pronto Sandblasting & Coating & Oilfield Services Co. Inc.

Bastiat Liberty & Property Rights Analysis

This motion is scored as EXPANDS_GOVERNMENT (Impact Weight: 4.8/10).
