Presentation, Discussion and Appropriate Action Regarding the Bid Award for Salitrillo Aerator Replacement (IFB 352)
Staff Report & Agenda Item Details
The San Antonio River Authority (River Authority) issued an Invitation for Bid (IFB) to firms for the turnkey purchase, delivery, installation, startup, and commissioning of replacement aeration equipment for the Salitrillo Wastewater Treatment Plant (WWTP) Track 37 aeration basin. The aeration basin was originally constructed in the 1970’s with two Lakeside fixed horizontal brush aerators for secondary treatment of domestic wastewater. For several years, these brush rotors have been inoperable or experiencing significant mechanical wear, requiring supplemental aeration with lighter floating aerators. These floating aerators require frequent maintenance and are better suited for lagoon systems rather than the intense and continuous duty conditions required by the Salitrillo WWTP, though they were installed as a temporary and relatively “inexpensive” stopgap solution. With these new aerators, Track 37 will be able to reliably treat approximately 15% of the flow to the Salitrillo WWTP with much less maintenance and service interruptions, freeing up valuable resources towards other vital operational efforts. The San Antonio River Authority issued a formal solicitation in June 2026. Two (2) responsive bids were received as shown on Attachment A. Staff evaluated the bids and is recommending award of Option A Lines 1,2,4 & 5 to Archer Construction Company II, LLC dba Archer Western for $319,600.00.
