Staff Report & Agenda Item Details

Current state law requires that the San Antonio River Authority (River Authority) comply with the requirements of the Texas Water Code regarding the calculation of the rollback tax rate and the public hearing associated with setting the River Authority’s tax rate. The Board of Directors must vote to publish the proposed tax rate and then publish a notice of the hearing at least once in a newspaper having general circulation in the district at least seven days prior to holding a public hearing on the proposed tax rate. Following the public hearing, the Board of Directors must perform a roll call vote to adopt the annual tax rate. The certified property tax rolls received by the River Authority from Bexar County, Wilson County, Karnes County and Goliad County Appraisal Districts have been reviewed and incorporated into the information provided to act on the adopted tax rate. The following table shows the percent change in property values for each county from 2024 to 2025. Each percent change in value does account for a factor related to the potential lost value for property still reported as under protest. The associated impact will be presented to the Board of Directors prior to publishing a notice of public hearing. County Change in Value (certified) Bexar County 2.03% Goliad County 34.8% Karnes County (2.6%) Wilson County 8.1% Total Net Increase 2.16%
