Staff Report & Agenda Item Details

In the 89th legislative session, the Texas legislature implemented legislation that proposes to allocate $1 billion of sales tax revenue for water infrastructure funding for the Texas Water Fund each year starting in 2027. The money would go to fixing aging pipes and other infrastructure; developing and increasing new water sources, such as desalination; flood mitigation projects; and supporting conservation efforts to help meet water demands. The amendment would also give the Texas Water Development Board flexibility in distributing funds. The Texas Water Fund was created by the 88th Texas Legislature and approved by voters in the November 2023 election. The Texas Water Fund can provide funding for: water infrastructure projects, prioritized by risk or need, for rural political subdivisions and municipalities with a population of less than 150,000 projects for which all required state or federal permitting has been substantially completed flood projects and strategies in the State Flood Plan the statewide water public awareness program water conservation strategies water loss mitigation projects. The Texas Water Fund is managed by the Texas Water Development Board and aims to provide resources for local governments to fund water infrastructure projects. As such, the allocation of $1 billion of sales tax annually beginning in 2027, will enhance funding resources for the District of the San Antonio River Authority.
