The San Antonio River Authority (River Authority) staff will review with the Board of Directors the proposed scope of work and evaluation criteria for the following professional services: Request for Qualifications Associated With Supervisory Control and Data Acquisition (SCADA) Master Planning Services (RFQ 343) The River Authority will request proposals from professional engineering firms to review and develop a SCADA master plan. SCADA systems are critical for monitoring and controlling infrastructure operations. A comprehensive SCADA Master Plan is needed to evaluate the current system, identify future requirements, and develop a roadmap for upgrades, integration, and long-term resiliency. Developing this plan requires specialized engineering expertise to assess system architecture, cybersecurity, redundancy, and operational efficiency. The Master Plan will provide an independent assessment of the River Authority's existing SCADA infrastructure, highlight system vulnerabilities, and recommend best practices to ensure system reliability, efficiency, and resiliency. This effort will guide capital investment decisions and long-term system management. Professional engineering services are required to develop the SCADA Master Plan due to the specialized expertise needed in system design, cybersecurity, and integration of emerging technologies. The selected engineering consultant will be tasked with: Conducting a comprehensive evaluation of the existing SCADA system. Identifying operational gaps, risks, and areas requiring modernization. Recommending enhancements in hardware, software, and cybersecurity protections. Preparing a phased implementation plan with cost estimates and project timelines. Firms will be evaluated on criteria to include, but not limited to, experience and qualifications of the respondent, staff qualifications, approach to quality management, and local understanding.
