Briefing Regarding Project Recommendations from 0672 Watershed Master Plan Atlas 14 Update in Leon, Salado, and Upper San Antonio Watersheds
Staff Report & Agenda Item Details
The San Antonio River Authority (River Authority) developed Watershed Master Plans in 2009–2013 for the Leon, Salado, and Upper San Antonio watersheds. These master plans provided the region’s first comprehensive look at flood risk and identified regional solutions. The Bexar Regional Watershed Management partners use these assessments to evaluate capital projects and plan for flood control measures that address risks to homes, businesses, and critical infrastructure. The current update was driven by new rainfall data from the National Oceanic and Atmospheric Administration, NOAA’s Atlas 14, which resulted in new floodplain limits across Bexar County. With these updated floodplains as the foundation, the River Authority reassessed each urban watershed to ensure flood mitigation strategies reflect today’s conditions. This update focused on evaluating damage centers, reviewing past recommendations, and developing new project concepts that combine traditional flood control measures with nature-based solutions, as well as non-structural recommendations, to enhance resiliency.
