Issue: The CBA officer in the grant slot has accrued leave and is transferring from the grant funded slot to a Webb County slot. Solution: Allow the one-time transfer of accruals for CBA member from Grant SB22 slot #4058 to Webb County slot #455. Result: Webb County will not payout accruals and will allow the employee to use earned accruals.
