Discussion and possible action to make an exception to the budget policy to allow the transfer of $148,735.08 from the Operational Reserve (1001-1130-001-431007-010) to the Fairgrounds (2031-1010-001-40000 (Fairgrounds Capital Outlay) and any other matters incident thereto. Issue: The transfer of $148,735.08 cannot be processed because Agenda Items 32 and 33 that were approved by the court on November 11, 2025 do not include authorization for a budget amendment. Solution: Approve an exception to the budget policy and authorize the budget amendment transferring $148,735.08 from the Operational Reserve to Fairgrounds. Result: Approval will allow the budget amendment to be posted, enabling the transfer of funds and ensuring proper accounting and compliance with budgetary requirements for the Fairgrounds capital outlay expenditures.
