Discussion and possible action to authorize the submission to the U.S. Army of the Innovative Readiness Training (IRT): Construction Application for a proposed construction mission to serve residents of rural Webb County Colonias during Fiscal Year 2027/2028. The proposed mission will include the construction of park element adjacent to the Webb County Southern Health Facility and Fred M. and Anita Bruni Community Center. The grant requires Webb County to provide plans and specs and materials; authorizing the County Judge to execute all relevant documents, including the required resolution, and any other matters incident thereto. Issue: There are limited recreational activities and amenities available to residents of Webb County, including limited acces to walking trails. Additionally, the Fred M. and Anita Bruni Community Center updates. As a result, Webb County residents in these communities have limited access to recreational activities and updated community facilities. The proposed IRT Construction Mission will provide military personnel with an opportunity to receive hands-on training and community relations experience. Solution: Authorize the Webb County Economic Development Department to submit the Innovative Readiness Training (IRT): Construction Application for a proposed construction mission in the rural Webb County Colonias during Fiscal Year 2027/2028. Result: If awarded, the IRT Construction Mission will assist Webb County in expanding recreational opportunities and improving community amenities for residents living in rural Webb County Colonias while providing military personnel with more than 100 hours of training and hands-on experience.
