Discussion and possible action to authorize the submission to the U.S. Army of Innovative Readiness Training (IRT): Civil Application for a proposed civil mission to serve residents of rural Webb County Colonias during Fiscal Year 2027/2028; the proposed mission will survey residents along Highway 59 and Highway 359 corridors to obtain a conduct house to house demographic survey to accurately account residents living in the colonias. The grant requires Webb County to provide sites and limited logistical costs; authorizing the County Judge to execute all relevant documents, including the required resolution, and any other matters incident thereto. Issue: The 2020 Census did not accurately account for all residents living in Webb County Colonias due to Covid-19. As a result, Webb County does not have accurate population data for the rural Colonias, which affects the County's ability to provide accurate information for grant applications and other funding opportunities. Additionally, the proposed IRT Civil Mission will provide military personnel with an opportunity to receive hands-on training and community relations experience. Solution: Authorize the Webb County Economic Development Department to submit the Innovative Readiness Training (IRT): Civil Application grant for a proposed civil mission in the rural Webb County Colonias during Fiscal Year 2027/2028. Result: If awarded, the IRT Civil Mission will assist Webb County in obtaining a more accurate data of residents living in rural Webb County Colonias while providing military personnel with more than 100 hours of training and hands-on experience.
